accueillant des personnes \u00e2g\u00e9es est d\u00e9sormais lanc\u00e9. Dot\u00e9 d\u2019une <strong>enveloppe d\u2019environ 94 millions d\u2019euros<\/strong>, ce dispositif port\u00e9 par la CNSA vise \u00e0 <strong>soutenir les projets immobiliers et la transformation de l\u2019offre m\u00e9dico-sociale<\/strong>.<\/p><p>Cette nouvelle \u00e9dition du PAI confirme une volont\u00e9 forte de faire de la <strong>qualit\u00e9 et de <\/strong><a href=\"https:\/\/www.gerontim.com\/fr\/articles\/experts\/ehpad-lieu-de-vie-par-nature\/\"><strong>l\u2019adaptation des lieux de vie<\/strong><\/a> des personnes \u00e2g\u00e9es une priorit\u00e9 des projets immobiliers.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-d9bcc68 elementor-section-stretched actu-texte elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"d9bcc68\" data-element_type=\"section\" data-e-type=\"section\" data-settings=\"{&quot;stretch_section&quot;:&quot;section-stretched&quot;}\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-3fccfbe\" data-id=\"3fccfbe\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e2925a3 elementor-widget elementor-widget-heading\" data-id=\"e2925a3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Des projets immobiliers tourn\u00e9s vers la qualit\u00e9 et la transformation de l\u2019offre<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a1534e4 elementor-widget elementor-widget-text-editor\" data-id=\"a1534e4\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Les projets soutenus devront s\u2019inscrire dans les <a href=\"https:\/\/www.gerontim.com\/fr\/articles\/actus\/plan-aide-investissement-pai-2022-2023\/\">cinq grands principes issus du S\u00e9gur de la Sant\u00e9<\/a> :<\/p><ul><li>Favoriser le sentiment d\u2019\u00eatre chez soi,<\/li><li>Maintenir l\u2019ouverture sur l\u2019ext\u00e9rieur,<\/li><li>Faciliter l\u2019acc\u00e8s aux soins,<\/li><li>Garantir la viabilit\u00e9 \u00e9conomique du projet,<\/li><li>Assurer une conception de qualit\u00e9.<\/li><\/ul><p>Le PAI 2026 \u00e9largit \u00e9galement les possibilit\u00e9s de <strong>financement \u00e0 certaines prestations intellectuelles<\/strong>, notamment les \u00e9tudes et accompagnements n\u00e9cessaires \u00e0 la pr\u00e9paration et \u00e0 la conduite des projets immobiliers. Cela peut notamment concerner <a href=\"https:\/\/www.gerontim.com\/fr\/prestations\/etude-besoins-opportunites\/\"><strong>l\u2019\u00e9tude de besoins et d\u2019opportunit\u00e9s<\/strong><\/a>, pour mieux identifier les attentes du territoire et les perspectives d\u2019\u00e9volution de l\u2019offre, ainsi que <a href=\"https:\/\/www.gerontim.com\/fr\/prestations\/etude-diversification-activites-ressources\/\"><strong>l\u2019\u00e9tude de march\u00e9<\/strong><\/a>, pour \u00e9valuer les opportunit\u00e9s de diversification des activit\u00e9s et des ressources.<\/p><p>Parmi les nouveaut\u00e9s de 2026, les prestations <a href=\"https:\/\/www.gerontim.com\/fr\/articles\/experts\/assistance-maitrise-usage-en-ehpad\/\"><strong>d\u2019Assistance \u00e0 Ma\u00eetrise d\u2019Usage (AMU)<\/strong><\/a> r\u00e9alis\u00e9es par un prestataire externe peuvent notamment \u00eatre <strong>\u00e9ligibles<\/strong> lorsqu\u2019elles permettent de mieux prendre en compte les besoins et attentes des personnes accompagn\u00e9es ?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-906070a elementor-widget elementor-widget-text-editor\" data-id=\"906070a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Le dispositif concerne notamment :<\/p><ul><li>Les <strong>op\u00e9rations de restructuration ou de reconstruction<\/strong> d&rsquo;\u00e9tablissements existants ;<\/li><li>La <strong>cr\u00e9ation ou l\u2019extension<\/strong> de capacit\u00e9s autoris\u00e9es et <strong>habilit\u00e9es \u00e0 l\u2019aide sociale<\/strong> ;<\/li><li>Certains travaux de mise aux normes int\u00e9gr\u00e9s \u00e0 un <strong>projet global d\u2019am\u00e9lioration de la qualit\u00e9 de vie<\/strong> ;<\/li><li>La cr\u00e9ation de <strong>tiers-lieux<\/strong> ;<\/li><li>Les op\u00e9rations r\u00e9alis\u00e9es en VEFA ou en CPI ;<\/li><li>Certaines prestations intellectuelles n\u00e9cessaires \u00e0 la programmation et \u00e0 la r\u00e9alisation des projets ;<\/li><li>Les prestations d\u2019AMU et dispositifs \u00e9quivalents, lorsqu\u2019elles sont r\u00e9alis\u00e9es en amont du projet et n\u2019ont pas encore \u00e9t\u00e9 engag\u00e9es.<\/li><\/ul><p>Les projets doivent toutefois r\u00e9pondre aux crit\u00e8res d\u2019\u00e9ligibilit\u00e9 d\u00e9finis dans <a rel=\"noreferrer noopener\" href=\"https:\/\/bulletins-officiels.social.gouv.fr\/instruction-ndeg-dgcssd5cnsadapo202696-du-9-juillet-2026-relative-la-mise-en-oeuvre-du-plan-daide-linvestissement-pai-des-etablissements-et-services-pour-personnes-agees-en-2026\">l\u2019instruction du PAI 2026<\/a>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section bonifi\u00e9s<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-0131299 elementor-widget elementor-widget-text-editor\" data-id=\"0131299\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>La CNSA pr\u00e9voit un taux th\u00e9orique de subvention de 60 % de la d\u00e9pense subventionnable, pouvant atteindre <strong>80 % pour certaines prestations intellectuelles<\/strong> et jusqu\u2019\u00e0 80 % du co\u00fbt total HT pour les projets de tiers-lieux.<\/p><p>Les Agences r\u00e9gionales de sant\u00e9 peuvent \u00e9galement appliquer un m\u00e9canisme de bonification du taux d\u2019aide, dans la limite de 60 % de la d\u00e9pense subventionnable. Cinq crit\u00e8res peuvent permettre cette bonification :<\/p><ul><li>La transformation de l\u2019offre ;<\/li><li>La d\u00e9carbonation ;<\/li><li>L\u2019Assistance \u00e0 Ma\u00eetrise d\u2019Usage (AMU) ;<\/li><li>Les cofinancements ;<\/li><li>La lutte contre la sinistralit\u00e9.<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section projet<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3e68dd5 elementor-widget elementor-widget-text-editor\" data-id=\"3e68dd5\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>L\u2019ouverture de ces financements constitue une opportunit\u00e9 pour les \u00e9tablissements qui souhaitent engager une r\u00e9flexion sur leur patrimoine, transformer leur offre ou faire \u00e9voluer leurs locaux pour mieux r\u00e9pondre aux besoins des personnes accompagn\u00e9es et des professionnels.<\/p><p>La pr\u00e9paration du projet en amont est donc essentielle : analyse des besoins et des usages, <a href=\"https:\/\/www.gerontim.com\/fr\/prestations\/etude-faisabilite-architecturale\/\"><strong>\u00e9tude de faisabilit\u00e9 architecturale<\/strong><\/a> et \u00a0<a href=\"https:\/\/www.gerontim.com\/fr\/prestations\/programme-architectural\/\"><strong>d\u00e9finition du programme<\/strong><\/a>, association des parties prenantes et accompagnement \u00e0 la d\u00e9cision sont autant d\u2019\u00e9tapes qui contribuent \u00e0 construire un <strong>projet immobilier coh\u00e9rent, adapt\u00e9 et durable<\/strong>.<\/p><p>Les <strong>demandes de financement doivent \u00eatre d\u00e9pos\u00e9es aupr\u00e8s de l\u2019ARS via la plateforme GALIS Subvention<\/strong>, dans le cadre du t\u00e9l\u00e9service \u00ab Plan d\u2019aide \u00e0 l\u2019investissement
