instruction datant du 17 avril 2024<\/a><\/strong> vient compl\u00e9ter celle du 23 novembre 2023 relative \u00e0 la <strong>mise en \u0153uvre du Plan d\u2019Aide \u00e0 l\u2019Investissement (PAI)<\/strong> des \u00e9tablissements et services pour personnes \u00e2g\u00e9es, en pr\u00e9cisant la <strong>mobilisation du reliquat<\/strong> 2023 et les <strong>modalit\u00e9s d\u2019engagement des cr\u00e9dits 2024<\/strong> pour cette fin d\u2019ann\u00e9e.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1e2b59f elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1e2b59f\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column Mobilisation du reliquat<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-db6f174 elementor-widget elementor-widget-text-editor\" data-id=\"db6f174\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>L\u2019instruction du 23 novembre 2023 pr\u00e9cisait une d\u00e9l\u00e9gation totale aux ARS des cr\u00e9dits du PAI 2023 avec une <strong>possibilit\u00e9 de reliquat mobilisable en 2024<\/strong>. Ce reliquat 2023 doit \u00eatre imp\u00e9rativement mobilis\u00e9 en 2024 selon l\u2019une des deux modalit\u00e9s suivantes\u00a0:<\/p><ul><li>Le reliquat est engag\u00e9 \u00e0 100% sur une ou plusieurs op\u00e9rations (sans compl\u00e9ment d\u2019aide 2024),<\/li><li>Le reliquat est engag\u00e9 \u00e0 100% sur une op\u00e9ration avec un compl\u00e9ment de cr\u00e9dits 2024, alors l\u2019engagement des cr\u00e9dits doit \u00eatre g\u00e9r\u00e9 de fa\u00e7on pluriannuelle.<\/li><\/ul><p>L\u2019objectif de la DGCS et de la CNSA est d\u2019inciter les \u00e9tablissements et services \u00e0 <strong>utiliser pleinement les cr\u00e9dits qui leur sont allou\u00e9s<\/strong>, en mettant particuli\u00e8rement l\u2019accent sur les EHPAD et en les soutenant dans leurs d\u00e9marches de transformation de l\u2019offre. Le PAI permet le financement de travaux dont la livraison est pr\u00e9vue \u00e0 une date ult\u00e9rieure, mais les projets dont la livraison est pr\u00e9vue avant le <strong>30 juin 2026<\/strong> seront privil\u00e9gi\u00e9s.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-7384558 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7384558\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-ff7a5fa\" data-id=\"ff7a5fa\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-300a62d elementor-widget elementor-widget-heading\" data-id=\"300a62d\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">2. Mobilisation des ARS<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-f576cba elementor-widget elementor-widget-text-editor\" data-id=\"f576cba\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Les <strong>autorisations d\u2019engagement<\/strong> 2024 et le reliquat 2023 devront \u00eatre utilis\u00e9s avant le <strong>1er novembre 2024<\/strong>. Les agences pourront soumettre une liste compl\u00e9mentaire d\u2019op\u00e9rations qu\u2019elles souhaiteraient voir financ\u00e9es. Les autorisations d\u2019engagement non utilis\u00e9es \u00e0 cette date seront redistribu\u00e9es aux ARS n\u00e9cessitant des financements suppl\u00e9mentaires.<\/p><p>Concernant les tiers-lieux, le reliquat 2022, 2023 ainsi que les cr\u00e9dits 2024 doivent \u00e9galement <strong>\u00eatre<\/strong> <strong>engag\u00e9s \u00e0 100 % avant le 1er novembre 2024<\/strong>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-dee0487 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"dee0487\" data-element_type=\"section\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Il est important de rappeler que l\u2019obtention des financements dans le cadre du plan d\u2019aide \u00e0 l\u2019investissement n\u2019est possible que si le projet respecte <strong><a href=\"https:\/\/www.gerontim.com\/fr\/articles\/actus\/plan-aide-investissement-pai-2022-2023\/\">cinq points essentiels<\/a><\/strong>\u00a0:<\/p><ul><li>Le sentiment d\u2019\u00eatre chez soi<\/li><li>L\u2019ouverture vers l\u2019ext\u00e9rieur<\/li><li>La facilitation et discr\u00e9tion des soins<\/li><li>La qualit\u00e9 de conception, qui peut notamment se mettre en place en faisant appel \u00e0 une <a href=\"https:\/\/www.gerontim.com\/fr\/articles\/experts\/assistance-maitrise-usage-en-ehpad\">assistance \u00e0 ma\u00eetrise d\u2019usage<\/a><\/li><li>La viabilit\u00e9
